Development officers are already civil servants. In the year 2019, about 20,000 development officers have been given the opportunity to train, especially in provincial schools.
Moreover, this group can be absorbed into the teaching service in accordance with the teaching service constitution. Accordingly, with the agreement of the trade unions of the development officers, the age of the examination was extended to 40 years, and with the approval of the Public Service Commission, applications were invited for recruitment, and the examination was scheduled for 2023-03-25. A group of officials filed a case in the Supreme Court and got an order to stay the hearing, so the case is still pending.
The Ministry of Education has wanted to finish this case quickly so as not to hinder this recruitment.
After that, the provincial authorities have taken steps to recruit graduates according to the teachers’ service constitution for the vacancies caused by teachers’ retirement and leaving the service. According to the Guruseva constitution, arrangements have been made to recruit science, mathematics and foreign language graduates.
These recruitments will not affect the recruitment of training development officers.
Therefore, upon the order received after the Supreme Court case is over quickly, the development officers will be recruited into the teaching service as per the Teacher Service Constitution.
