THE VALUE OF THE URBAN HOUSING PROJECT INCREASES BY 40% AMID A THREE-CORNERED BATTLE BETWEEN AIR FORCE CHIEFS.

It is reported that the value of the houses purchased for the Sri Lanka Air Force officers in the Koswatta area in Battaramulla has increased by about 40% but the houses have not been accepted yet.

This was approved a few years ago during the tenure of former Air Force Commander Kapila Veediya Bandara Jayampathi. Sumangala Dias, in his capacity as the Chief of Staff, has inspected the site and replaced the Commander of the Air Force. By now, the value of these homes has increased by about 40% over the contracted amount. It is said that the present value of these houses, which have been acquired for Rs. 960 million or so, is close to Rs. 1400 million.

The purchase of these houses has been approved by the 13 members of the Air Force Board of Directors and the present Commander of the Air Force Sudarshan Pathirana is the third member of the Board of Directors.

The Sri Lanka Air Force (SLAF) has the ability to sell the housing project at any time and raise money. Therefore, at the time of writing, the Air Force will be able to obtain a marriage home only if it has been on the Air Force’s waiting list for at least three years. A large number of transfers are severely inconvenienced due to this. However, Kapila Jayampathy, the former Commander of the Air Force, had proposed to hand over 40 urban housing units to air men  and air women instead of the 40 Sri Lanka Air Force Officers’ quarters located at SLAF Guwanpura. However, due to the inability of the company to complete the construction of the housing scheme as planned, Kapila Jayampathi has retired before completing all the work. When he retires, the new Commander-in-Chief will be responsible for other matters.

The SLAF married quarters  at the SLAF Guwanpura were located in government buildings and although the Air Force was not legally allowed to demolish them, some Air Force former commanders demolished them without permission. Those buildings are government buildings and there is another way to remove or replace them. Kapila Jayampathi had arranged for the construction of an eight-storey hospital for the distressed officers and soldiers and a separate ward for the treatment of retired Air Force personnel and soldiers, but later the Commander of the Air Force, Sumangala Dias, took care of all the welfare. Had been canceled. It is also stated that even uniforms were not given to the airmen and officers during the time of Sumangala Dias.

That being the case, there has been a complaint that some fraud has taken place in this urban housing project and if such a fraud has taken place then all of us mentioned above are responsible for it. The Board of Directors of the Air Force, Mr. Sumangala Dias and Mr. Sudarshan Pathirana are also responsible for this. Moreover, the entire Board of Directors which has given its approval for this should be the accused in this complaint. All of them and the Legal Director of the Air Force are responsible for this. If fraud has taken place, the Director of Legal and the Director of Provost should give the relevant instructions. The Director of Legal should legally advise the Commanders of the Air Force if any illegal activity appears to be taking place. According to that instruction, the Director of Provost should investigate. The Air Force Act itself gives unlimited power to resolve issues within the Army without giving them out. However, we have information that the Disciplinary Director or the Legal Director of the Air Force does not perform their duties in accordance with the Air Force Act or the Constitution of Sri Lanka. This shows that they are acting without knowing the law and that the nominee officers are destroying the reputation of the Air Force by flipping through the law book according to the rank of various people. In fact, it is with regret that we have to write that the active service officers are tarnishing the reputation of the Air Force.

All other houses in the complex have been taken over by the relevant trustees. But the Air Force has not yet taken over. Members of the Air Force are paid by the government to ensure public safety. If they use the position given to them by the public for various narrow purposes, they should understand that it is a heinous crime. The 15th Commander of the Air Force, Gangan Bulathsinhala, who had managed to vent his anger during his school days, had to retire without a word. However, the 16th Commander of the Air Force, Kapila Jayampathi, had not taken any action against Gangan Bulathsinhala or his staff for not allowing him to become the Commander of the Air Force. However, it is no secret that the 17th Commander of the Air Force, Sumangala Dias, caused severe inconvenience to Kapila Jayampathi’s staff. By now Sumangala Dias is also helpless before the law. Those lessons are not yet understood by those who depend on public money. If these houses are not provided on time, the Commander-in-Chief has sole power to make requests and to extend them. It is also learned that Mr. Sumangala Dias has made some changes in the file belonging to this housing scheme. However, in case of fraud, the temporary caretakers of the Air Force should ensure that everything is done properly and honestly. In this case, the attorney general must file criminal cases against the entire board. It is the responsibility of the present rulers to preserve the reputation of the Air Force for many generations to come without destroying it day by day.
