The COPE Committee states that the University Commission should take the lead in administrative and regulatory intervention to protect the independence of universities in academic matters.
The COPE also noted that the non-academic sector of universities must comply with administrative regulations and rules.
COPE Chairman Prof. Charitha Herath also pointed out that at present, there is a situation where non-academic employees in universities are being recruited at their own discretion and this should never happen.
