Muditha Peiris was the Managing Director of the government during the last government period and he is well known as a person who was involved in large scale bribery. How to give LPG tender and take commissions illegally
He had also enlisted the help of Lakmali Hapuarachchi, the Finance Director of Litro Gas, for the robbery. With her assistance at board meetings, she has prevented other legitimate, qualified LPG suppliers from awarding tenders to those suppliers.
The robbery was carried out jointly by Muditha Peiris and Lakmali Hapuarachchi and the tender was awarded to any supplier who paid the commission they demanded. They have entered into an agreement with Oman Energy Trading International (OTI), an Oman energy trading company, to supply Litro Gas LPG. Through the transaction, Muditha Peiris and Lakmali Hapuarachchi were bribed by the OTI to pay a monthly commission of USD 6 USD per LPG metric ton. Litro buys 350,000 metric tons a year. The amount of commission earned by the two in such a purchase was tigers. This OTI is a previously badly documented company that deals with Litro Gas due to the greed of Muditha and Lakmali to take bribes.
Managing Director Muditha Peiris and Finance Director will receive US $ 4 per metric ton of LPG, while the bribe-taker will receive US $ 6 per tonne and the remaining $ 2 will be given to a minister close to Muditha. Commissions to Muditha from LPG cylinder supply contract
The contract for supply of LPG cylinders was awarded to Mauria Udyog Ltd. of India by Litro Gas. Given to the Company. To further perpetuate these scams, Pushpakumara Edirisinghe, Kamal Wickramasinghe and Jayantha Basnayake were promoted to directors of Litro Gas Company and their monthly directors’ salaries and vehicle allowances were increased by Rs. 500,000. These three directors got their promotions to get Muditha Peiris and Lakmali Hapuarachchi to carry out their frauds as they wished. All three were promoted to directors because of their loyalty.
Litro gas funds spent improperly.
Muditha Harshajith, Chief Financial Officer, Litro Gas, testified before the Permanent High Court in November 2018 that Litro Gas Funds (Public Funds) were used to pay transportation allowances to 39 individuals who were not employees of the company. However, the payments were not approved and the CFO testified that the payments were made through a secret account maintained by Litro Gas Company with public funds.
