Mr. Jagath Chandralal, General Secretary of the All Ceylon Free Grama Seva Niladhari Association, stated that if Aswasuma has withdrawn from the tasks belonging to the development program, professional action will be taken if those tasks are attempted to be carried out by force, and that the officers of his union are not bound to perform the duties assigned to other officers. He has also mentioned that the village officials are under various pressures for the Aswasuma Development Program duties, and if such pressures continue, they will take steps to withdraw from their normal duties.

“The resolution process is the Samurdhi program itself. A Samurdhi officer has been appointed since 1994 to carry out the Samurdhi program. Then that officer’s work is trying to be imposed on this village official. We are saying that we are not bound to do the duties of other officials. There is no influence like this. That Samurdhi Officer is protecting. The President of the Samurdhi Niladhari Association is a member of the Parliament. There is no Secretary of the Ministry to protect the Village Officials. There is no Divisional Secretary. Not even the District. The Village Officials have to do all the work assigned to them like beggars. This kind of coercion. If they try to carry out the program after doing that, they will have to withdraw from the constitutional and all duties of the village officials in the future.
